The original question came on 26 April 2005 from Mr. I. M. Willimas.
Why have new file formats been introduced with Version 2 of OpenOffice?
The answer is explained by Steve C. Thompson on 26 April 2005.
Because the new file format supports the Oasis OpenDocument file format -- a completely open XML-based format adopted (or being considered for adoption) by other free software projects and by governments. See http://www.groklaw.net/article.php?story=20050130002908154 if interested.
This move is sure to spur innovation.
Robin Laing provides a bit more of an explanation from two posts on 27 April 2005.
There may be an added benefit of this standard in Microsoft could be forced to support it. If governments and organizations are using it, MS will have to provide support. Think about it, you can send documents to people without having to convert to MS word format. :)
It is explained here.

This I think is a big reasons.
"The OASIS OpenDocument file format is also one of the file formats recommended by the European Commission."
