Use the Selection tool (arrow) from the Draw Functions (toolbar) and draw a rectangle that surrounds the _entire_ graphic / drawing object. After having released the mouse button the object is selected (green position markers are shown) and you're able to choose Arrange from it's context menu.

Another way to do this was suggested by Niklas Nebel on 10 June 2005.
Actually, once you have activated the selection tool (arrow), you don't have to draw a selection rectangle. You can then just click to select a background object.
This works for all types of drawing objects / shapes, while Navigator only works for objects that have names.

The only reason I don't prefer this method is that getting the arrow on the draw toolbar sometimes takes just as long as opening the navigator. However, if you have the draw toolbar open already, this method may save you time.
