Yes and no. If you create a section (no reason a single document can't also be a single section) and set the section options (Format-> Sections)to collect endnotes at the end of the section then they do not go to the top of a new page. They do go right at the end of the text (not the bottom of the page) so you'll need to play with spacing accordingly.
